Mason District Caucus for Delegates to the CD and State Conventions

The Delegate selection process culminating in the Democratic National Convention in Charlotte begins with City / County Caucuses. No National Delegates or Alternates are elected at the City / County caucuses.

Delegates and Alternates elected at the County Caucus are expected to attend the Congressional District (CD) Convention and State Convention to elect National Delegates and Alternates to the Democratic National Convention in Charlotte.

  • City / County Caucus

  • Congressional District Conventions, Fairfax (May 12: 10th CD; May 19: 8th and 11th CDs)

  • National Convention (September 3-6 in Charlotte, NC)

The Fairfax County Democratic Committee will hold its caucus (unassembled caucus) on Saturday April 21, 2012 from noon to 2:00 pm in nine locations, one for each Magisterial District. Within each Magisterial District a separate caucus will be held for each Congressional District. The allocation of Delegates and Alternates (see ‘Allocation’ tab below) is determined by a formula set out in the Democratic Party of Virginia (DPVA) 2012 Delegate Selection Plan.

Persons wishing to serve either as a Delegate or Alternate to the CD and State Conventions must prefile with their respective Magisterial District Chair by 5:00 pm April 16th according to the adopted ‘Fairfax County Democratic Committee 2012 Call to Caucus’ (see ‘Call’ tab below). There is a voluntary filing fee of $25 that is non-refundable.

Rules for the unassembled caucus are guided by the DPVA Party Plan and will be adopted by the Fairfax County Democratic Committee March 27, 2012; however, simply stated Delegates and Alternates will be elected by Democrats attending the caucus. A caucus may be cancelled if the number of Delegates and Alternates prefiling is equal to or less than the number allocated to that district, and those who prefiled are then automatically elected.

There are two types of caucuses: assembled (sometimes called a mass meeting) and unassembled (sometimes called a firehouse primary). Each has merits and the type of caucus you choose is largely a matter of local preference and tradition.

The Assembled Caucus is highly structured. There is a definite starting time. Doors are locked and no one is admitted after the caucus begins. Those who leave during the caucus may not be allowed to return. Persons standing in line at the time the caucus is to begin are usually allowed to participate. We have attached sample rules for an Assembled Caucus that you may use as a guide.

The Unassembled Caucus is less structured in its operation. Voting takes place over a period of time and people are allowed to come in, vote, and leave. This type of caucus usually runs for several hours, and may have absentee voting.

SPECIAL NOTE Delegates and Alternates are allocated and elected by the Congressional District boundaries of 2011, not the ‘new’ redistricted boundaries. Fairfax County Democratic Committee 2012 Call to Caucus

Whereas, it is the duty of the Fairfax County Democratic Committee to issue the Call to Caucus for the purpose of electing delegates and alternates as indicated (see ‘Allocation’ tab) to 3 Congressional District Democratic Conventions (8th, 10th and 11th) and the Virginia Democratic State Convention:

Now therefore be it resolved that the Fairfax County Democratic Committee hereby issues the Call to Caucus to convene unassembled caucuses for each of its nine Magisterial Districts at 12:00 noon, Saturday, April 21, 2012, for the sole purpose of electing delegates and alternates to the Congressional District Conventions and the Virginia Democratic State Convention, and the following provisions shall govern the convention, to wit:

  1. Prefiling: Those wishing their names to be placed on the ballot at the Caucus shall prefile their candidacy by 5:00 p.m. April 16, 2012, with the Chair of the Magisterial District Committee of the District in which they reside or his/her designee.
  2. Voluntary Administrative Fee: There shall be a voluntary administrative fee of twenty-five dollars ($25.00) for each person filing for delegate, payable to the “Fairfax County Democratic Committee Federal Account.” Payment of this fee is completely voluntary. No statement is required in order to waive payment.
  3. Notice Requirements: The Fairfax County Democratic Committee shall cause to be published the time, date, and location of the Caucuses, as indicated (see ‘Locations’ tab), at least 7 days prior to the Caucuses, but not more than 2 weeks before the Caucuses. A copy of this call shall (a) be published on the Fairfax County Democratic Committee official website: http://www.fairfaxdemocrats.org, (b) sent to the DPVA, and (c) sent by Press Release to the Fairfax County Democratic Committee’s media list.
  4. Conduct of the Caucus: The doors to the Caucus will be opened at 12:00 noon and will remain open until 2:00 p.m.. Those in line at 2:00 p.m. will be allowed to complete the check-in process and will be permitted to vote. Those arriving after 2:00 p.m. will not be admitted to participate.
  5. The Chair of each Magisterial District Committee or his/her designee shall act as the Permanent Chair of the Caucus. The Chairs will appoint other Officers of the Caucus as is deemed appropriate. The Order of the Caucuses shall be governed by the “Rules for Unassembled Caucuses – Fairfax County VA”, and the Virginia Democratic Party Plan.
  6. Affirmative Action: It shall be the duty of each local precinct Democratic chair and the members of each local Democratic Committee to take all feasible steps to encourage broad participation in the delegate selection process. Discrimination on the basis of race, sex, age, color, national origin, religion, ethnic identity or economic status in the delegate selection process is prohibited. The Fairfax County Democratic Committee shall make every effort to ensure that the Fairfax County delegation is half-male and half-female.
  7. Absentee Caucus: Absentee-in-person caucus voting for all Fairfax Magisterial Districts will be on Thursday, April 19, 2012 from 7 to 9 p.m.at the Fairfax County Democratic Committee Headquarters, 2815 Hartland Road, Suite 110, Falls Church, VA 22043.
  8. Cancellations: The Caucus Chair may cancel a caucus provided the number of people who prefile by the deadline is equal to or less than the number of delegates and alternates allocated to the particular Magisterial District. Notification of the cancellation shall be posted on the FCDC Website as well as the individual Magisterial District Committee website, if any, and shall appear by 12:00 noon on Tuesday, April 17, 2012.
  9. Call Distribution: It shall be the duty of the Fairfax County Democratic Committee Chair to publish The Call to Caucus.

Caucus Rules will be posted after adoption by the Fairfax County Democratic Committee general membership meeting Tuesday, March 27th at 7:30 pm at South Lakes High School (1400 South Lakes Drive, Reston, VA 20191; map, click here).

NOTICE OF FAIRFAX COUNTY DEMOCRATIC CAUCUS

The Fairfax County Democratic Committee (FCDC) hereby announces that it will hold an unassembled caucus between noon and 2:00 p.m. on April 21, 2012 in each of the nine supervisor districts for the purpose of electing 349 delegates and 70 alternates to the Congressional District Democratic Conventions for the 8th, 10th and 11th Congressional Districts and the 2012 Virginia Democratic State Convention.

Any person wishing to seek election as a delegate or alternate must prefile with their respective magisterial chairs no later than 5:00 p.m., Monday, April 16, 2012 (Fairfax County resident and registered voter). A voluntary administrative fee of $25.00 will be charged at the time of filing for those wishing to be elected delegates or alternates (DPVA $10.00 + Congressional District $10.00 + Fairfax County Democratic Committee $5.00). No statement is required in order to waive payment.

There is no charge for those wishing to attend and vote at the caucus.

Any person attending the caucus (Fairfax County resident and registered voter), before participating in that caucus, shall sign a Caucus Participation Form stating that he or she is a Democrat, does not intend to support any candidate who is opposed to a democratic nominee in the ensuing general election, believes in the principles of the Democratic Party, and is a registered voter in such precinct or county or city. Caucus Participation Forms must be filled out at the caucus prior to voting. The caucus will conclude promptly at 2:00 p.m. at which time the doors will be closed and no person may complete a form or vote after that time with the exception of those persons in line at 2:00 p.m.

The Caucus Chair may cancel a caucus provided the number of people who prefile by the deadline is equal to or less than the number of delegates and alternates allocated to the particular Magisterial District. Notification of the cancellation shall be posted on the FCDC Website as well as the individual Magisterial District Committee website, if any, and shall appear by 12:00 noon on Tuesday, April 17, 2012.
