CALL AND RULES FOR AN ENDORSEMENT PROCEDURE BY THE MASON DISTRICT DEMOCRATIC COMMITTEE FOR A NONPARTISAN MASON DISTRICT CANDIDATE FOR THE FAIRFAX COUNTY SCHOOL BOARD FOR THE NOVEMBER 3, 2015 GENERAL ELECTION
Adopted March 12, 2015

  1. Application
    1. Candidates seeking an endorsement for School Board must complete and return the prescribed Application for Endorsement, Questionnaire (both filled out as for Mason District) and a non-refundable $200 filing fee to Fairfax County Democratic Committee Headquarters (2815 Hartland Road, Falls Church, VA 22043) received by 5 pm on April 15, 2015. Applications and Questionnaire can be obtained from the FCDC website or from Rachel Rifkind at rrifkind@gmail.com.
    2. The candidates from Mason District may choose to answer the questionnaire as they see fit.
    3. No request for endorsement will be considered without submission of required forms and payment of fees, except in:
      1. cases where the prospective candidate may be subject to the Hatch Act and is prohibited from formally requesting an endorsement. In such cases a group of five FCDC members representing five different precincts in Mason District may submit to FCDC Headquarters by 5 pm on April 15 the name of a candidate to be considered. Requests for endorsement must include submission of the required forms, Questionnaire, and nonrefundable filing fee, to be paid by the parties submitting the application.
    4. The candidate must reside in Mason District.
    5. This notice shall be posted on the FCDC website.
  2. Selection Process
    1. The Mason District Democratic Committee will convene as a Caucus at 7:30 pm on April 16, 2015 for the purpose of considering candidates.
    2. The Mason District Chair, or her designee, shall preside at the Caucus.
    3. The candidates shall have 12 minutes to speak, followed by 10 minutes of questions.
    4. Only those Members of the Mason Committee eligible to vote at the March 24, 2015, FCDC General meeting will be allowed to vote.
    5. As provided in the Virginia Democratic State Party Plan, the Caucus may decide to recommend no endorsement.
    6. A candidate must have a majority vote for the endorsement. If more than two candidates are voted on and no one receives a majority, successive ballots will remove the name of the candidate receiving the fewest votes on the previous ballot.
    7. The Chair of the Caucus shall appoint a general teller and two tellers. All candidates may have two observers of the vote counting and reporting.
    8. If no candidates submit applications, the Caucus will be cancelled.
    9. The Fairfax County Democratic Committee will vote on the endorsement recommendation from the Mason District Democratic Committee at its General Meeting at 7 pm on May 26, 2015. (Location to be found on the FCDC website.)
  3. Rules of Order
    1. The Rules and Procedures Governing the Selection Process for Candidates Seeking Endorsement by the Mason District Committee will be considered at its meeting on March 12, 2015
    2. Except where it may be inconsistent with these Rules and Procedures, the FCDC Bylaws or the Virginia Democratic Party Plan, Robert’s Rules of Order, Newly Revised will govern the conduct of the Mason District Caucus at which nonpartisan office endorsements for the 2015 election will be recommended.
